I don't know much about local politics, but I heard Guto make a couple of pretty passionate speeches at Westminster this week.

Nothing tangible I suppose, but quite impressive nevertheless.

Absolutely nothing, like I said...nothing tangible.
But first you have to establish and assert yourself at Westminster, forge alliances, get involved in horse-trading to finally leverage some progress for your own constituency.
Someone might need his vote, and he will get something for it for Llandudno....one day...soon I hope.
