I've no idea whatsoever but as you take Frizzy on the Orme I suspect it's somewhere around St Tudno's Church.   I'll try a go at the Roman Well along the wall by the farm.

Yes Hugo it is on the Orme, but no-where near the Roman Well.
The pic. was actually taken by a friend of mine who was on a walk last Thurs---- I'd never seen the article in question, but I intend seeking it out on my next drive.
Now there is a clue for you.

If it's on the ground then I would think that it's in the cafe car park  somewhere?

Well you are all getting nearer, but no one seems to be exact.
It isn't on the ground, it's not near Ffynon Gaseg, and not near the lighthouse.
Try again and if no-one gets any nearer I will tell you where it is.
My friend says there are more than one of these ! In the same place !

What about on the wall of the house immediately before the junction with Llys Helyg Drive ?   Or am I going in the wrong direction.

Markers for the main climbs on the Orme .  There is a book of the climbs and I suppose they have to be marked somehow!   ZXZ

The shield shaped mark is in the cliff face, on the Marine Drive just after the first big bend, under the overhanging bit where people often leave cars.
No idea if they are anything to do with climbs--- but I will try and find out.

There was a Coastguard lookout place there at one time, perhaps it had something to do with that.
