Probably just storage. It only exists to give the building a tower, really. The whole building is full of disused rooms, which would have once been dressing rooms, props, costumes etc. It's a real maze on the upper floors and the alterations to the layout caused by the Nightclub have made it even worse. We crawled through this hole at the top of a disused staircase and found ourselves behind the counter in one of the upper bars in the Boulevard!
