...and I have heard that the owner of The Lilly (West Shore) is most interested in opening the former Fat Cat.

I can confirm that the Fat Cat has been taken over by the owners of the Lilly at West Shore, the deal has been signed.

As Fat Cat's had already gone bust I'm pretty sure TUPE won't apply here, which is a shame.

It would depend upon whether the business or just the premises was acquired. Being as the Fat Cat brand is being used elsewhere, I'm sure it is just the premises/fixtures that have been bought. As such, TUPE will not apply, unfortunately for the employees. On the plus side, I'm sure they would be first in line for any jobs at the reopened venue, being as they know it inside out.
