I have found the Highways department to be very helpful.  We wanted to ensure that there would be room for a small bus to turn outside St. Tudno's Church, when ferrying people up and down for our special St. Tudno's Day service.  One phone call to Highways and they agreed that we could cordon off the bus turning circle (which these days gets used for parking) from the Saturday evening till after the service on the Sunday.
