Re: Stop Press Business rates revaluation
« Reply #1382 on: May 19, 2016, 05:06:36 pm »
GOOD NEWS OR .......

A business rates revaluation will cause shockwaves to North Wales high streets - with ‘winners and losers’ across the region.
The business rates review in 2017 is expected to bring the largest change to business rates for high street retailers in a generation.
Running two years late, it will be the first revaluation by the Valuation Office Agency since 2010 - a period of huge change on the high streets of North Wales.

The long period between valuations - which are based on open rental values - means there could be dramatic changes in the rates paid when new bills drop through the letter box next year.
Current rateable values are based on rents from April 2008 while the next will be based on April 2015 rental values.

""Using their own research they have estimated that town centre businesses in Wrexham and Rhyl could see rates fall by 28% while Llandudno firms could see cuts of up to 40%.""

In Wales there is the added uncertainty about fresh plans for business rates as powers are passed from the UK to the Welsh Government.

Kingdom security are in the news again,....."Llandudno pensioner hit TWICE in a week with dog walking fines condemns scheme"  .....you can argue once bitten etc. but I find the rules complicated.

ie.   Dogs on leads order 2012 above says a dog must be on a lead if you are on the Oval, however the "The areas you CANNOT take your dog on to are:"    " Multi Use Games Areas"  and " The playing area of marked sports pitches"   as I see it the second rule cancels out the first ?

If you are a dog owner you better do your homework......

Going back to Kingdom security, their methods have been discussed before "low profile" etc. I noticed yesterday that after dealing with the dog owner, they removed their ID lanyards ?  getting ready for another ambush ?
And the pensioner from above commented in the DP article.....“The next week he was wearing a red jumper and a beanie hat."      not only low profile but in disguise..........

Todays Pioneer article has lifted the bar on litter fines,....... I am assuming that these people did not pay the fine, so ended up in court,............I also found the Mayors comments uninformed.

FINES running into tens of thousands of pounds have been dished out to litter-bugs in Conwy.
More than 60 cases of litter-dropping were brought by Conwy County Borough Council before magistrates in Prestatyn yesterday (Tuesday) – the majority being smokers who litter Llandudno with cigarette ends.

Offenders were forced to cough up fines and costs totalling over £37,000. Only one defendant appeared in person and in each of the other cases a fine of £440 was imposed. Each defendant was also ordered to pay costs of £125 and a surcharge of £44. total £609

Louise Emery, chairperson of the Friends of West Shore, condemned the action of dropping litter but expressed doubt on whether the imposition of fines would stub out of the problem.
"I just can’t understand the mentality behind people that drop litter,” she said.
”We would like to ensure that penalties are handed out fairly and that those accused are given the chance to explain their actions and in some circumstances be given a warning.”

Carol Marubbi, mayor of Llandudno, also condemned the practise of litter dropping but said it was important – in the case of fines – to look at the circumstances behind the offence.
”Kingdom – Conwy Council enforcement officers – can be brutal at times,” she explained. “For an example, a little old lady who’s dropped something and they will pounce on her within seconds
ӣ37,000 is an awful lot of money for the court to collect. Does it go into the town? to bin improvements?
”This action will frighten some people and what we don’t want is for people to be put off from coming to Llandudno.

”It does all depend all depend on the circumstances – if it is a baby or a child for example and a tissue drops on the floor, you can’t control that.
“If it is an element of abuse and people are abusing the system – then I don’t agree with that at all. We are all working towards a cleaner Llandudno – we all are proud of our town and want the same result.”

Cllr Francis Davies, deputy mayor of Llandudno, said: "Dropping litter and fly tipping is a blight on modern society, it is unacceptable behavior.
"Education is the key to solving this problem. A fine should be a deterrent - how much, is up to the law makers and courts.            (A deterrent is a uniformed warden)
"Llandudno is a beautiful and popular town with tourists it should be respected by all who live and visit here."

Cllr Philip Evans, Conwy’s Cabinet Member for Regulation said, “These cases should send a clear message that the authority will have no hesitation in prosecuting people who show so little respect for our community.

“It is everyone’s responsibility to keep Conwy a clean and attractive place to live, work and visit.   Littering is not acceptable - put your litter in a bin or take it home with you.” refPioneer

He should look round his ward it's a tip. Due to Asda, MacDonald's, John Brights and the like.

Do the council enforce litter regulations outside of the main shopping/tourist areas ????

There appears to have been an incident in the Benarth woods area of Conwy involving both The Air Ambulance and the Coastguard helicopter being in attendance. Both have now left the scene with the Air Ambulance heading towards Ysbyty Glan Clwyd and the Coastguard heading home.

Major road works with the A470 down to one lane between the Bodafon turn-off and Glan Conwy, one lane at the Links roundabout on the North going side and one lane just past the Debenham's entry road.  They might well be linked as they're all digging fairly substantial holes in the roads.

The G;an Conwy works are digging in a field to the left going South.

RAF Valley jet aborts take-off on Anglesey because of birds.
The pilot had reached speeds of around 100 knots when the birds appeared in front of the plane at RAF Valley.
He aborted take-off and went through the crash barrier on the runway. He was left shaken but unhurt.
Sqn Ldr Dave Williams said the jet remained on its wheels and came to a stop close to the beach. "It's what we train for and why we have those barriers," he added.   ref BBC

$walesflag$          Everyone in Wales to be given FREE BEER by Budweiser ...truly                 $walesflag$

Everyone in Wales is going to be given a free beer to celebrate the national team 's defeat of Belgium. Seriously.

Anheuser-Busch InBev, says it wants everyone to "raise a Bud" to Chris Coleman 's men after they secured a place in the semi-finals of Euro 2016 with a decisive 3-1 victory.

Details about when and where people can claim their free beer will be announced next week - although people will need to be over 18 to claim it.

A Budweiser UK spokesperson said: “At Budweiser, we’re all about celebrating epic moments, and that’s why we wanted to raise a Bud to the dedication of all the Welsh football fans out there in honour of their recent success, and to show our support ahead of the nation’s next big game – by giving everyone 18+ in Wales a Budweiser on us.

"We also have one of our biggest breweries based in Magor, and have close ties to the Welsh community, which makes this moment that little bit more special for us too.

“We’ll be releasing more details about how Wales can get their hands on a complimentary Budweiser this week – watch this space. In the meantime, this Bud’s for you Wales!”      refDP
