Looks to me like a piece of trompe l'oeil and one place noted for such is Le Gatte at Craig-y-Don but it possibly could be in the revamped Oriel Mostyn!     :(

I've seen it recently but can't remember where and the background has thrown me because it looks like the retaining wall at Haulfre Gardens.
