Suppose I better give the answer:

He was The Bathchair Man - Jabez Hodgetts a Birmingham jeweller who migrated to Llandudno.

The disabled or elderly were transported from his base near the pier entrance, along the pier or promenade and back.

He passed away in 1909 aged 72 after working his bathchairs for eight years.

Water pump from the Gt Orme mines?

Yes,  &well& Mike. However, it's not pictured on the Great Orme.

It was purchased by the Broughton Coal Co, Wrexham in 1857, transported from the Ty Gwyn mine and erected in Brymbo. In 1868 it was moved to Broughton Colliery No 5 pit, where it ended it's working life in 1921.
