It's a long exposure to get the 'misty' effect on the water, together with turning up the colour a bit in Photoshop. Personally, I think it would have looked a lot better in b&w.

That's the great thing about art I suppose, it's completely subject to personal opinion....unlike politics where I'm always right  ZXZ
