I get the impression that it is a bather diving away from the group, it looks like a hand in front of his/her face .

That second photo is on a building at the back of the Clarence Hotel, I believe.

Yes, there's at least two, and maybe three layers of Ads on that sign.  I can make out the word 'MOTOR' third line down.
